God discriminates - I do too.
I have two sons, one was happy to mow the lawn, one wasn't. When it was lawn-mowing time I discriminated against the unco-operative one. I chose the willing son to help.
Why would God speak to someone, enter their lives or provide heaven's wisdom when He knows He will be disobeyed?
Obedience is released when a man does violence to his thoughts and destroys his own will for God's sake (anon).
Spiritual discernment is a faith based pre-requisite to hear God's voice. Spiritual discernment is first built upon a willingness to submit to God's will.
Anyone who chooses to do the will of God will find out whether my teaching comes from God or whether I speak on my own. (Jn 7:17)
The fourth key to hearing God's voice; it is into a self-denying obedience that spiritual discernment arrives and so our Lord's words are recognised.
